Economic, political and institutional feasibility study of the proposed multipurpose Noumbiel Dam on the transboundary Volta Basin, supported by institutional and community surveys.
The challenge
The proposed multipurpose Noumbiel Dam spans the shared waters of the Volta Basin, where any major infrastructure must reconcile the interests of three riparian states. A rigorous assessment of the economic, political and institutional conditions was needed before such a scheme could be considered viable.
Our approach
As IWRM Expert and Ghana National Focal Point, Rev. Prof. Ing. Eric Antwi Ofosu contributed to the feasibility study, examining the economic, political and institutional dimensions of the proposed dam.
He conducted institutional and community surveys across the affected areas and prepared the accompanying survey reports, ensuring local and institutional perspectives informed the assessment.
Outcomes
The study delivered a structured assessment of the feasibility of the Noumbiel Dam, grounded in institutional and community evidence.
The survey reports provide the African Development Bank and the riparian states with a shared basis for evaluating the proposed transboundary scheme.
