Development of the ECOWAS Regional Electricity Regulatory Authority's 2025-2030 strategic plan and monitoring-and-evaluation framework, aligned with ECOWAS Vision 2050.
The challenge
Regional electricity regulation across the ECOWAS bloc requires a clear medium-term direction and a means of tracking progress against it. ERERA needed a strategic plan that reflected its operating environment and a framework capable of measuring delivery over a five-year horizon.
Our approach
As Strategy and M&E Consultant, Rev. Prof. Ing. Eric Antwi Ofosu developed ERERA's 2025-2030 strategic plan through stakeholder mapping and a situational diagnosis, applying PESTEL and SWOT analysis to characterise the regulatory environment.
He built a logical framework to underpin monitoring and evaluation, aligning the plan with the objectives of ECOWAS Vision 2050.
Outcomes
The work produced a 2025-2030 strategic plan for ERERA together with a monitoring-and-evaluation framework.
The framework gives the regional regulator a structured means of tracking implementation and reporting on progress against its strategic objectives.
