Africa Solar Energy Policy Framework
A continental review of solar energy policy and a capacity-building framework for the African Union, designed to remove regulatory barriers and accelerate solar deployment across member states.
The challenge
Despite Africa’s world-leading solar resource, deployment across the continent has been held back by fragmented policy, institutional and regulatory frameworks. The African Union Commission needed a clear diagnosis of these gaps and an actionable plan to address them at continental and regional scale.
Our approach
As consultant to the AUC, Dr Felix Amankwah Diawuo reviewed existing renewable and solar energy policies, institutional arrangements and regulatory frameworks across African countries to identify the weaknesses and gaps hampering solar development.
The work identified best practices and successful models from within Africa and other world regions, and designed an AUC Action Plan for the Solar Energy Policy Framework (SEPF) programme — setting out key activities, indicators and timeframes — together with a capacity-building framework to be implemented by continental and regional institutions.
Outcomes
The assignment recommended dynamic, context-appropriate policies and strategies to accelerate solar deployment, and mapped opportunities for synergies, economies of scale and pooled solar projects across the continent.
The resulting framework and action plan give the African Union a structured roadmap for strengthening solar energy policy and building the institutional capacity needed to deliver it.
